A four-week lockdown has come into effect in England, as nations across Europe try to slow a second wave of coronavirus infections.

The night before these new restrictions were set in place, crowds in central London left pubs, bars and restaurants before a 10pm curfew.

  2. Philip Havers QC said the 1984 Public Health Act used to order the lockdown only applied to individuals and should not have been used ‘to keep everyone ‘under house arrest.’ He suggested the Government should have used the 2004 Civil Contingencies Act instead.
